Ruth L. Stallknecht graduated magna cum laude from the University of California, Los Angeles, where she earned the degree of Bachelor of Arts in psychology in 1977. She graduated from Hastings College of Law, University of California, where she earned the degree of Juris Doctor in 1980.

Ms. Stallknecht has been a member of the California State Bar since 1980 and has been admitted to practice before the United States District Court, Northern District. In 1981 she began specializing in workers' compensation defense with the Law Firm of Hoge, Fenton, Jones & Appel, Inc. She has been a principal of Haworth, Bradshaw, Stallknecht & Barber, Inc. since January 1, 1988.

Ms. Stallknecht is a member of the Santa Clara County Bar Association and was a co-chairperson of the Workers’ Compensation Section in 1986 and 1987. She served on the Board of the Workers' Compensation Section of the Sacramento County Bar from 1995-1998. She has also been Chairperson of the Education Committee of the Sacramento County Bar Association from 1998-2000. She was the President of the CWCDAA in 2001-2002.
